You don’t need to pay $99 for the Apple Dev Software. You can get the free version, but I’m not sure what’s different about it.

you don’t need to pay 99 bucks all you need to do is register and download x-code it comes with the iPhone simulator. the only time you need to pay is if you plan on coding a app and export it for testing on your iPhone

Actually, you don’t need to pay to download the SDK. You only need to pay to put apps on hardware.
