I get this error too:

chflags: /Users/apple/Library: Permission denied

However I need to set it to “Not Hidden” as Photoshop requires me to access the Library folder from inside itself, where I don’t have the Go>~/Library -option…

I noticed this too but just decided to leave it alone this time, just holding down Option key is quick enough.
