I used to have the weather at the top of notification center, but now it's way lower down. Anyone any ideas how i get it to the top again?

I discovered something I did not notice before. If you go to the weather app and change the city say from New York to LA the LA weather will show on the notification pull down.

Personally I just want the weather automatically updated on the Weather app icon. I don't want to open the app, I don't want to use the Notification Center to see the temperature, I want conditions on the home screen via the app icon. Why won't Apple do this?
