Unable to Accept iCloud Terms & Conditions or Dismiss the Pop-up? Here’s the Fix
A strange bug is impacting some iPhone, iPad, and Mac users, where they are presented with new “iCloud Terms & Conditions” to accept, but they are not able to accept them. On a Mac this is particularly annoying because the iCloud Terms & Conditions popup and screen will continuously bother you, but it’s equally annoying on iPhone, iPad, and apparently even on Apple Vision Pro too. For some, they attempt to accept the iCloud Terms and they see an error message stating “Cannot Complete Action. This action cannot be completed at this time.”
By not being able to accept and dismiss the iCloud Terms & Conditions, you’re not able to use most iCloud features, including access to Notes, Photos, Reminders, and many other features in the MacOS and iOS ecosystem that depends on iCloud, and therefore depends on being able to accept the iCloud Terms & Conditions.

How to Accept Stuck iCloud Terms and Conditions When It’s Stuck
The trick to accepting the stuck iCloud Terms and Conditions is to update the operating system and install any available system software updates onto your devices.
- For Mac, go to Apple menu > System Settings > General > Software Update, and then install any available system software updates
- For iPhone and iPad, go to Settings > General > Software Update, and install any available system software updates
- Update all of your devices, after the updates are installed you should be able to accept the iCloud Terms
If you have a Mac that is stuck on the update screen and it can not be accepted, first install the updates to MacOS. Some Mac users have found they also have to update their iPhone or iPad as well, then reboot the Mac, and then the iCloud Terms will dismiss as intended.
This issue seems to come and go whenever new iCloud Terms & Conditions are made available, which are such a thrilling read you should grab a cup of coffee and curl up by the fire to read them in all their splendor and glory.
It’s not clear how many people are impacted by this issue, but it has been raised across forums and Apple’s discussions multiple times, causing enough of a fuss for Apple to issue a support article on the subject.
I am all up to date and have not been asked to accept the terms & conditions , ever . I thought it was because I don’t use a passcode or touch / face ID . Then I noticed that my iCloud storage amount had not changed in a while . Today it’s full blown disfunction of my iCloud services . I feel that the default personal profile created for me against my will is totally messing up my Safari experience & it can’t be deleted .
I’m so upset … everything is a giant mess and I don’t know what to do or where to start . I wish that Apple would refrain from doing me any favors , I think it’s wrong for them to pre-curate the user’s apps … like Photos , Pages , Safari Profile etc. . And the issue with the iCloud terms & conditions acceptance is
unacceptable … our iCloud products & services are getting worse with each day that a solution is not provided ! Apple’s merchandise is quite expensive , but I’ve always used it because it’s the best . Since Steve Jobs has been gone , I’ve observed a slight decline in quality & customer care for each year that goes by .
I truly hope that they can keep their composure & hire some folks who will have a positive impact on the company & it’s users … I’m not getting paid to perform the above tasks , in addition to the pile of stuff I have to deal with from OS18 !
I give feedback , though it seems to fall upon deaf ears ,
especially the App Store ~ most features that were included in an app years ago are referred to as pro , premium subscription services & the fees are ridiculous .
There are some seedy developers out there now , though Apple brags about their fabulous vetting process .
