Beta 1 of iOS 16.2, iPadOS 16.2, and MacOS Ventura 13.1 Available for Testing
Apple has released the first beta versions of iOS 16.2 for iPhone, iPadOS 16.2 for iPad, and macOS Ventura 13.1 for Mac.
The new beta versions come just a say after the final releases of macOS Ventura, iPadOS 16.1, and iOS 16.1 were made available to the general public.
Users enrolled in the beta testing programs for Apple system software can find the new beta versions available to download now.
iOS 16.2 Beta 1 & iPadOS 16.2 Beta 1
The first betas of iOS 16.2 and iPadOS 16.2 include the Freeform app, which Apple describes as a digital collaborative canvas, where multiple users can add notes, doodles, images, links, files, and more, with each added piece of material tagged as the user who added it.
iPadOS 16.2 beta also apparently adds support for external displays in Stage Manager for M1 or better iPad models.
iPhone and iPad users who are active in the beta system software testing programs can find the beta updates available now from Settings app > General > Software Update.
MacOS Ventura 13.1 Beta 1
MacOS Ventura 13.1 beta also includes support for the collaborative digital canvas app Freeform.
Mac users who are active in system software beta testing programs can find MacOS 13.1 beta 1 via the Apple menu > System Settings > Software Update.

Apple issues several beta versions of system software before finalizing and releasing to the general public, which suggests that iOS 16.2, iPadOS 16.2, and macOS 13.1 are a ways out, perhaps due sometime in December.
While Freeform seems to be the most substantial addition in these beta builds, it is possible additional features and changes are included as well, or will be as the beta refines.
The latest stable versions of system software are the freshly released macOS Ventura 13.0 for Mac, iPadOS 16.1 for iPad, and iOS 16.1 for iPhone.

Yes better for most people to install only the stable releases, the betas are iffy
